MCC Benin Impact Evaluation Services
MCC Monitoring and Evaluation Project Benin: The Millennium Challenge Corporation (MCC) has contracted the National Opinion Research Center (NORC) and its subcontractor, the Urban Institute (UI), to provide technical assistance in designing and implementing impact evaluations for three components of its program in Benin: Access to Land, Access to Financial Services, and Access to Justice.
The Urban Institute is helping to develop a methodology to determine the impact of land tenure on investment and income. For the Access to Financial Services project, UI is working to evaluate the effects of a grant-making entity, the Challenge Facility, on the availability of financial services and the profitability of micro-, small-, and medium-sized enterprises.
The access to land component includes the development of rural land plans in villages around the country, and conversion of occupancy permits to titles in urban areas. Analysis will include examination of outcomes such as increased investment and productivity both for households and for small enterprises. Access to financial services and access to justice components aim to improve value added and wages of micro, small, and medium enterprises. Work will cover various forms of data collection and analysis, including primary data sources such as court records, and use of national level household surveys. The team has designed individual approaches for the impact evaluation of each sector and has commenced implementing the data collection steps.
